Title: Safety Cases: Role of Performance Standards and Verification
Abstract :
Regulating standards Of health and safety in high hazard potentially high risk environment, such as the offshore oil and gas industry, poses significant difficulties. The U.K. has just completed a major overhaul and replacement of legislative requirements, many of which have been in place for 20 years. In that process we have moved from a largely prescriptive rule-based regime to one based on objective or goal-setting principles. In the presentation, a brief outline of the new regulatory framework will be given and some of the principles behind performance standards and verification will be developed.

Operational manager, Official Safety Division, Health and Safety Executive, U.K.. Responsible for technical support in the area of topsides process and production safety. Obtained and honours degree in Applied Physics at the City University London and trained as a control systems engineer in the Royal Navy. Spent the last 20 years in the HSE involved mainly in process safety in high hazard chemical plants.

This presentation will as an introduction discuss the significant shift to floating
production systems in various areas of the world and the driving forces behind this development.
In particular, it will discuss the aspect of safety assurance in the following ways:
(1) Development in Governmental Safety Regimes
The background and systems toward risk analysis as a basis for design as well as the relation with prescriptive design code formats.
(2) Safety Level Requirements
Discussion on failure probability and regimes such as ALARP
(3) Design Safety Format
Possibility of expansion of the LRFD concept to floating production units.
(4) Life Cycle Cost
Effectiveness of LCC design analysis.

Vice president, head of Department for Offshore Classification and Technical Services of Det Norske Veritas (DNV). Received doctor's degree in 1975. Thereafter, employed by DNV as a researcher (1975-1980), head of mobile offshore units (1980-1986), regional manager for South Korea (1988-1991) and head of ships in operation department (1991 -1996).
